Home Energy Conservation Act (HECA)
The Home Energy Conservation Act 1995 (‘HECA’) requires all local authorities in England to submit reports to the Secretary of State demonstrating what energy conservation measures they have adopted to improve the energy efficiency of residential accommodation within their area.
The Department for Energy Security and Net Zero requires that reports are submitted via a digital platform.
Reports are to be submitted every two years to track progress:

Energy Company Obligation: Flexible Eligibility Statement of Intent
The Energy Company Obligation (ECO) requires energy suppliers to help households cut their energy bills and reduce carbon emissions by installing energy saving measures.
Since September 2018, the Government has implemented ‘Flexible Eligibility’ proportion of ECO, which enables local authorities to make declarations determining that certain households meet the eligibility criteria for measures under the Affordable Warmth element of ECO.
