Community Safety Enforcement Officers (CSEOs)
Community Safety Enforcement Officers (CSEOs) improve community safety through engagement, reassurance and enforcement activities. They deal with antisocial behaviour (ASB), crime prevention and environmental enforcement on Camden's streets.
They cover all areas of the borough and work in partnership with the:
- Police
- CCTV operators
- parks services
- outreach teams
Environmental enforcement
CSEOs issue Fixed Penalty Notices (FPNs) for offences such as:
- fly-tipping
- dog fouling
- littering
They also enforce business waste disposal regulations.

Antisocial behaviour (ASB) prevention
CSEOs patrol areas affected by ASB. They provide reassurance and take action to prevent further incidents of:
- drug-related activity
- aggressive begging
- graffiti
- public nuisance
Rough sleeping and street population support
A key priority for CSEOs is working with outreach teams to engage with the street population, including people rough sleeping. They:
- signpost to appropriate services
- work closely with homelessness teams
- take enforcement action where necessary to address associated ASB issues
How to contact CSEOs
CSEOs can be seen in high-visibility jackets or vests. You can approach CSEOs during their patrols to share any community concerns but cannot request patrols to go to specific locations as they are tasked based on environmental or antisocial behaviour concerns reported to the Community Safety.
Other services include:
- Parks and Open Spaces work with the Parks Team, Police and Community Groups to keep parks and open spaces safe and enjoyable
- Safer Neighbourhood Teams (SNT) work with CSEOs to tackle crime. Find your local SNT
- Other council teams such as the Environmental Health team, may also work alongside CSEOs on issues like noise complaints and public health concerns.
